CONTEXTUAL BACKGROUND:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in more than 30 countries and in 22 U.S. cities, IRC restores safety, dignity and hope to millions who are uprooted by conflict or disaster. IRC leads the way from harm to home.

The IRC established programmes in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), shelter, education, and emergency humanitarian assistance. Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Iraqi internally displaced persons (IDPs), Iraqi refugee returnees and Syrian refugees from several operational bases in the country and cross-border into northeast Syria. IRC operates throughout Iraq, with the main office in Erbil and field offices in Najaf, Karbala, Baghdad, Tikrit, Sulimaniyah, Dohuk and Derek.

 

The humanitarian situation in Iraq continues to worsen due to the intensification of military campaigns and escalations in displacement.  Violence against women and girls is widespread including sexual violence, intimate partner violence (IPV) and early and forced marriage. Current GBV service provision is insufficient to meet the needs of women, girls and survivors, with substantive gaps in the availability of lifesaving health and GBV response services. The IRC is scaling up emergency interventions to improve access for women and girls, in particular GBV survivors, to life saving health, case management and PSS through strengthened community based and multi-sectoral responses in Ninewa Governorate.

 

SCOPE OF WORK:

The WPE Senior Officer will act as the team leader for the GBV Mobile Team and supervise the provision of safe and appropriate services to GBV and interventions to reduce risks faced by women and girls Mosul. The WPE Senior Officer will be responsible for providing guidance, support and direct supervision to the Social Worker/PSS Officers in the GBV Mobile Team on a day-to-day basis to ensure quality GBV emergency response.

 

The WPE Senior Officer reports to the WPE Manager and works closely with the WPE Capacity Building Manager to ensure GBV related responses are integrated into health services in selected facilities.

 

SPECIFIC DUTIES AND RESPONSIBILITIES:  

Technical supervision:

·         Provide support, coaching and capacity building to social workers/PSS officers implementing case management and facilitating PSS groups.

·         Plan, supervise and oversee basic case management and psychosocial activities for survivors of GBV in emergencies.

·         Oversee, coordinate and monitor all GBV Mobile Team activities and services.

·         Work with the WPE Manager to ensure adequate staff coverage of the GMTs and temporary women’s safe spaces, and provide backup coverage when needed.

·         Ensure timely assistance and referrals are provided to survivors and programme participants in a safe place adhering to GBV guiding principles.

·         Reinforce adherence to the GBV guiding principles throughout all WPE activities.

·         Undertake regular field monitoring visits to assess progress and identify technical quality or other implementation issues, flag these to the WPE Manager, provide solutions and implement modifications as required.

·         Ensure all programme activities and services are fully documented using agreed monitoring tools for systematic and timely data collection on activities.

·         Support the maintenance of the IRC’s case management and the GBV Information Management System.

 

Staff Supervision & Development

·         Directly supervise WPE Social Worker/PSS Officers, and provide regular supervision, coaching and guidance on case management, PSS activities, and GBV prevention and risk mitigation activities. 

·         Mentor and support staff professional development and foster a positive team spirit to encourage innovative and quality programming.

·         Identify training needs for Social Worker/PSS Officers and support facilitation of training to meet those needs.

·         Monitor field work to ensure staff meet program goals and utilize appropriate time management.

Coordination & Representation

·         Support the identification of GBV focal points in health centers and liaise with health actors and providers to ensure client access to Clinical Care for Sexual Assault Survivors (CCSAS) and training of medical and non-medical staff in health centers on supporting GBV survivors.

·         Work closely with IRC WPE Manager, WPE Capacity Building Manager, Directorate of Health staff and other service providers to develop and maintain functional GBV referral pathways in selected locations.

·         Identify concerns related to and support adherence to GBV referral protocols by all service providers and relevant stakeholders.

·         Develop and maintain effective working relationships with other service providers and relevant stakeholders including community leaders and other implementing partners.

 

Other

·         Consistently and proactively monitor/assess the safety and security of the GBV Mobile team, promptly reporting concerns or incidents to IRC Security department and management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs.

·         Other duties as assigned by the WPE Manager

Internal: Broader IRC Iraq team including other IRC Iraq programmes (ERD, Child Protection, and Protection/Rule of Law), Grants Department, Supply Chain, HR and Finance Departments  

External: Close collaboration with other humanitarian actors, local NGOs, UN agencies, government service providers.

·         Adhere to the GBV guiding principles throughout all GBV case management and psychosocial interventions. This includes ensuring confidentiality of survivors, and respect for their wishes and decisions.

·         The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct.  These are Integrity, Service, and Accountability. 

 

·         In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Qualifications & Preferred Skills

REQUIRED QUALIFICATIONS:

·         Bachelor’s degree in relevant field (Social Work, Psychology, Sociology, Gender Studies, etc.) and minimum of 2 years relevant experience.

·         Clear understanding of gender, human rights, and issues surrounding violence against women and girls.

·         Experience in counseling, social work, women’s health, or other related field.

·         Understanding of case management, PSS and life skills to promote survivor healing and recovery.

·         Knowledge, skills and experience in participatory methods of community development and mobilization.

·         Familiar with emergency contexts and issues.

·         Previous experience leading teams on GBV response and risk reduction strategies.

·         Positive and professional attitude, including ability to lead and work well in a team setting.

·         Excellent organizational, communication and management skills.

·         Ability to work with minimal supervision.

·         INGO experience preferred.

·         Computer literate in Microsoft Word, Excel, and email.

 

·         Proficient in written and spoken English and Arabic.
